Weight: 3 or 4
A 3-weight is the dedicated brookie rod — small fish, gentle presentations, intimate water. A 4-weight handles slightly bigger streams and the occasional wild brown of consequence. If you can only own one small-stream rod, get a 7'6" 4-weight.
Length: 7 to 7'6"
Anything over 8 feet hangs up in brookie water. A 7-foot rod casts under hemlocks; a 7'6" rod gives a little extra reach without the casting-into-trees problem. Avoid 9-footers for genuine small streams.
Action: medium, not fast
Fast-action rods are wrong for small streams. You want a medium or medium-slow rod that loads at 15 feet and protects fine tippets. Glass and full-flex graphite both shine here.
