The reader I am writing to is an SHA inland-trout reader who is starting to think about crossing state lines for brown trout. You may live in OH and be planning a PA Class A trip; you may live in PA and be looking at NY tributaries; you may live in NY and be wondering whether OH is worth a drive. This pillar answers what to expect from the state stocking program in each direction so you can match your trip to the kind of brown trout fishery you want.
This article is NOT a per-state hatchery list, not a per-stream stocking schedule, not a brown-trout-specific volume table by state, and not a per-state regulation rundown. Those details are published by the state agencies (PFBC, NYSDEC, ODNR) and change between program cycles. Why brown trout stocking exists at all -- the historical arc
Brown trout (Salmo trutta) is introduced. Per Tier 3 USGS Nonindigenous Aquatic Species (NAS) SpeciesID 931, the first documented US introduction was approximately 1880 in Arizona + Colorado; New York records exist by 1885; Pennsylvania records by 1886. Connecticut may have received brown trout as early as 1865. Pennsylvania -- the largest program of the three
Per Tier 1 PFBC, Pennsylvania runs the largest state trout stocking program of the three. The 2026 program announcement specifies a preseason stocking window from February 17 through May 23, with an in-season component and fall supplementary stockings in selected waters. Approximately 3.2 million adult trout are stocked statewide annually -- the species mix includes brown trout, brook trout, and rainbow trout per Tier 1 PFBC species + program documents.
PFBC operates a network of state hatcheries that produce the program fish. The specific hatchery roster and per-hatchery production specialization is deferred to the future Tier 1 data pass; SHA does not yet maintain a synced hatchery list.

The angler-facing implications of the 5-category framework:
- The category tells the angler what to expect. A category 1 wild stream and a category 5 put-and-take stream fish completely differently. Knowing the category before the trip is part of planning a NY inland-trout outing.

Ohio -- the smallest program of the three for inland brown trout
Per Tier 1 ODNR, Ohio's inland trout stocking program is significantly smaller than PA or NY for one reason: most of Ohio's natural geography is not suitable for sustained coldwater trout fisheries. Ohio's brown trout stocking footprint centers on Clear Fork of the Mohican River -- the state's primary inland brown trout fishery -- per Tier 1 ODNR. - Clear Fork is the answer. The categorical answer for inland brown trout fishing in Ohio is Clear Fork of the Mohican. The brown trout strain question -- categorical

The angler-facing differences when you cross a state line
For the SHA inland-trout reader planning a multi-state season, the three programs translate to three distinct trip planning logics:
Crossing into PA
You are entering the largest stocking program of the three plus the most developed wild-trout designation framework (Class A). The trip planning question becomes "stocked or wild?" -- the two answer paths diverge sharply.

Crossing into NY
You are entering the 5-category Trout Stream Management Plan framework. The trip planning question becomes "what category is this water?" -- which determines almost everything downstream of that answer.
- Wild-water categories: Approach with the wild-trout discipline covered in the audience translation pillar. Lighter terminal gear. Smaller patterns. Hatch awareness.
- Stocked categories: Approach with stocked-water expectations -- higher density immediately post-stocking, less wary fish, more aggressive patterns.
- Heritage strain brook trout waters: A separate game with separate conservation framing -- catch and release is the default, single-hook artificial lures are common, and the angling is the participation in a regional conservation program.
Crossing into OH for inland trout
The Ohio inland brown trout planning question is, in most cases, "Clear Fork or not." If the answer is Clear Fork, plan a Clear Fork trip with the regulations + cadence + access specifics published by ODNR for that water. If you want a broader inland brown trout experience, plan to cross back into PA or NY.
For Lake Erie steelhead, of course, the Ohio answer is entirely different -- the OH Lake Erie tributary network is the core SHA territory and is covered in depth elsewhere on the site. The inland brown trout question is genuinely separate from the steelhead question.
Honest gaps -- what this pillar cannot yet say at Tier 1-3
- No per-state brown-trout-specific stocking volumes. The 3.2 million PA + 1.9 million NY figures are TOTAL trout (all species) per Tier 1 PFBC + NYSDEC. The brown-trout-only subset for each state is published in agency program documents that SHA does not yet have synced. Do hold-over stocked brown trout become indistinguishable from wild fish?
Over multiple seasons, somewhat -- a stocked brown trout that survives in a stream for two or three seasons grows on stream forage, develops stream-specific behavioral patterns, and recovers from raceway-conditioned fin abrasion. It will not have wild-fish genetics (or wild-fish parental imprinting) but at the angler's hand it can be hard to distinguish from a wild fish without close inspection.
